Army cancels medical contractor competitions

The Army has canceled all plans to consider outsourcing work at its medical facilities this year and in 2008.
“In light of the increased requirement for health care assets to support the global war on terrorism, Headquarters Department of the Army has accorded us a reprieve from participating in future A-76 efforts,” William Thresher, the Army Medical Command’s chief of staff, wrote in an April 13 memo to regional medical commanders, obtained by Federal Times.
A-76 refers to competitions in which federal employees are forced to compete for their jobs against outside contractors. Those competitions are conducted under federal outsourcing rules known as Office of Management and Budget Circular A-76.
The planned jobs competitions would have involved pharmacy, radiology, pathology and ambulance services at various Army facilities. They also would have involved base operations at Fort Detrick in Maryland, and hospital housekeeping services at Walter Reed Army Medical Center in Washington.
Past outsourcing and base realignment efforts have been cited by military commanders as contributing factors to the maintenance failures at outpatient facilities at Walter Reed.
