costume making

Hi I have a strange question. I am making my daughter a little mermaid costume for the danish halloween this weekend. I cut a skirt and made fin tails out of the back of the skirt, i would like them to stick out to the sides. I thought of wire hangers but, they don't have those here... Does anyone no what I could put through the material so it would stick out a little more (it just kind of hangs down right now) Anyway thanks for any help.

How about cardboard cut out in the shape and inserted in there?

I was also thinking you could stuff tissue paper or something like that in there to give it a "puffy" effect.

I bought some Crinolin (that stuff that looks like a net-is that what it is called) now what to do with that I have no idea. 15 hours til showtime I guess it might be safety pins and elmers glue...super mom that doesn't know how to sew.... ha ha.

Kristen, this sounds like such a creative costume idea! Is the Danish 'halloween' similar to the Karneval in Germany....all of the celebrating before lent?
