I'm not sure if this works but I just learned that free cord safety kits can be ordered through windowcoverings.org. It is my understanding that the company will provide free safety tassles, cord stops, and tie-down devices together with installation instructions. I just placed an order. It's expensive to buy kits for each window and the website allowed me to order free kits for each window in our house.
