Apparently, these are things I really need to own. I just don't know where to purchase them, or what a reasonable price is.
Where can I find these frickin frackin miracles?

I don't think they're that great, but my baby had non-existent legs and they wouldn't stay on. Every once in awhile you can get a few pairs on babysteals.com for a good price.
We have a pair and we love them! I want to go back for more. Alison is right though, you might want to wait and see what shape your little one is first. Our dd has ample meat on her legs (she can totally thank mama for that!) and we loved them under skirts or to keep legs warm when we just had her in a onesie on warm days. You can get them all over the place, just google babylegs. I think our pair was free when we order a certain number of cloth diapers off of cottonbabies.com
My boys love them and wear them when we got out. They still fit the four-year-old. They are both really skinny too. I have the real ones, which I got from some fancy baby store. I also have some less expensive ones which I got from Target. The 1 1/2 year old wore them as arm warmers today. Too funny.
IMO they have two functions. One is to show off cute cloth diapers while keeping baby's legs warm. The other is as an underlayer in extra cold weather (especially when babywearing which seems to irreparably make my kids' pants ride up and bare their lower legs). I very seldom used them for #1 (they never seemed to hit the sweet spot between being small enough to stay on but big enough not to leave red marks) but I use them pretty frequently for #2 -- even at age 4 Eddy demands "leggings" if we're going out in extra cold weather!

Another function is for kiddos in hospitals who can't wear pants, helps to keep the legs warm. DH had a patient whose mom really liked them for her son.

Yep I made some. I also bought some from a store in Louisiana, some online and some from Target. And I have a pair knitted by a friend.
The ones I made were from knee socks from Target. I found the tutorial online.
In the warm months I keep two pairs in the stroller. D loves to complain about the temperature. So when he whines about being cold in the mall I give him the babylegs to wear with his shorts.
I think I posted a pic here or on facebook with the boys in just diapers and babylegs playing SuperMario on the Wii.
There are also tons on ebay. I got mine through babysteals. I used them quite a bit until she started the army crawl, then they would roll in as she pulled up on her hands. I might start putting them on again now that she's on all fours.
