A bike in the city would add so much stress to what could be a simple and relaxing stroll IMO.

We walked my elem kids to school and back all last year-- only about 3/4 mile but all uphill. Dd was 3-4 and stayed in the jogger stroller the whole time. Had no desire to walk and that was fine with me. She still goes in it now sometimes. I would not take her on her bike and we have awesome weather for it here but it's just not efficient. Now at age 4.5 we do a nature class weekly that involves hikes of 1-2 miles of very hilly and rocky terrain. She handles it fine but if I had my stroller she would be just as happy to be pushed!!

Stroll as long as you can!!

I miss walking in the city! 3.5 yo in a stroller wouldn't even make me blink. Kindergarten would probably more of a cut off for me because kids start to tease. You have plenty of time!
