Apparently the buckle on most Graco carseats sold in the past few years can hard or almost impossible to remove. I do remember ours being more finicky than I thought it should be. I just pulled out the carrier for Baby J.
Take note of the carseats not recalled that NHTSA wants recalled--our infant carrier is one of them. The reasoning that "in an emergency the entire carrier could be lifted from the base" doesn't sit well with me. What if you went underwater? Or were in an accident where the entire carrier couldn't easily be removed? Or the carrier was attached to the car via the seatbelt instead of the base?
I think I'm going to request a new latch for ours. Another thing to add to the pre-baby to do list.
