Angie's List is well worth the annual fees. I used a guy to fix up the DC based entirely on his Angie's List profile. He was amazing to work w/ and I was 1500 miles away and didn't even lay eyes on the man until the bathroom was halfway finished. Here I have a GC that left the company that I used to use because he got tired of not getting paid, and more importantly, not getting checks from the owner to pay the crews. Not a good thing.

We've had good luck with Service Magic, which is kind of the opposite of Angie's List... instead of paying to see the reviews, contractors pay to be listed. And Service Magic does licensing checks and whatnot before letting them list.
