I would say if it's a choice between basement and main floor, go for the main floor. If you think you can fit it in somewhere on the second floor? Do that!! When I designed our current house, I put the laundry room next to the master. SO much easier, and it provides a "buffer" room between ours and DD1's room to cut down on noise. Ugh, I can't imagine lugging the sheer volume of laundry we have down to the basement and lugging it back up. OH, also, having a countertop is invaluable for folding and sorting. I used to always have to fold on the couch or something.

Oh Sassy. We had to do laundry in a second building of our squalid little studio when we lived in NYC as poor young marrieds. And we were LUCKY to have access to cheaper coin operated laundry...

Why OUTSIDE access in a snowy city? That's kind of unusual, isn't it? Maybe Pittsburgh doesn't get as much snow as I think....
ETA: Horrid laundry situations also led us to discover wonderful Fluff and Fold services in NYC that would do all the laundry for us if we dropped it off in the morning -- or even pick it up if we paid them enough.Angie
