There's no such thing as spot toning. You can strengthen targeted muscles, and you can decrease your body fat through calorie restriction and dietary changes, but genetics and hormones will determine if and how the muscles change shape as they get stronger, and genetics and hormones will determine if and how your entire body's fat distribution changes as you go through calorie deficit.

I can say that I have seen changes in shape (but not size) through strength training (specifically P90x which is lots of squats and lunges)
Too bad that all went to hell when I got pregnant!

Pretty much what spotty_dog said. If you want to reduce fattyness, spot training won't be as effective as just general calorie burning activities (jogging, biking, etc). Now spot training will help the booty look nice and perky underneath the fat, but you won't be able to see it until you get rid of the fat. My butt and thighs are where I hold the bulk of my weight too and I noticed the biggest change in my shape (i.e. reduction in the size of those areas) when I used to run a few miles every morning. I absolutely despise running so I didn't keep it up, but that's the only time I would have ever considered myself closer to an hourglass shape than a pear shape. For exercises to tighten the booty, try lunges, reverse kicks, side kicks, or if you have a kettlebell I hear kettlebell swings are awesome for toning the lower body.Wife of a surgical fellow; Mom to a busy toddler girl and 5 furballs (2 cats, 3 dogs)

Holy cow. Are you a professional trainer?? I am really impressed. I don't even know what "spot toning" is. Is that targeting a problem area?

I do bodyrock - which is a free, 16 minute workout on YouTube and it will definitely kick everything into shape.
Its intense - but it's free, and totally home based, you need nothing other than a pair of shoes, a cheap interval timer (gymboss makes a great one, and they're under 30$) and a mat (and some free weights and creativity if you have it). 16 mins a day. It took about 8 weeks, of doing it every day five days a week to really see a difference, but the difference is HUGE now.
I used to run 5k/day and do 30-40 mins of weight 6 days a week at the gym, and now I only do Body Rock. Hard at first - but totally worth every minute and the speed in which you develop your stamina is very fast.
As for something else - there's nothing you can do to "spot tone" you have to lose fat (by doing cardio) and build strength (by building muscle). Eat 1500 Cals a day, work hard, eat clean and move your body - and you'll be in great shape in no time.
