    Very intriguing, but I am not sure about this. Do they leave the oversight to the hospital or some other entity ? Because I think that would create a conflict of interest.

    Hmm, what about cases where there is gross negligence and the doc in question shouldn't be practicing, how does this system address that if it "no-fault". Would it mean that more suits are levied because they don't have to prove negilgence or incompetence?
