I read about this. Personally, I feel the FAA sets regulations for a reason. She should have known better and this would have been a lesser issue IMO if she bought a first class ticket. I have a question... Can you use a regular car seat? Or is there a special FAA one? I don't have kids yet, so I'm not sure how that works...

Most convertible car seats are FAA approved. I'm a huge proponent of making every passenger ticketed. Even a small incident on the runway can lead to a severe injury for an infant. I know many folks in the airline industry and not a single one thinks lap seating for two and under is safe.
