I was finally able to read the articles. (My computer at work is archaic!) I run into problems all the time with my guys. People don't want to prosecute or even call the cops when my guys steal something. Hello? All they learn then is that they can use their disability as an excuse for breaking the law.

Mental Illness is a whole different ball of wax though. There is still such a huge stigma and it is really hard to determine whether or not people know what they are doing! I have a client with some wild hallucinations and I'm pretty sure that if she were placed on a witness stand she would insist that yes, people were flying through the radio and were trying to kidnap her little sister.
