I'm sorry to say but that behaviour is to be expected from medical students and residents. I am not sure whether I find it "unacceptable". This being said, I don't know much about radiology residency, except that it's not as bad as, say, internal medicine, but it's still not a piece of cake, and even when they have less immediate time pressure students and residents will be studying A LOT.
When I started dating my partner, then med-2 student, we had a few of those moments you described, really getting along well, but the things we talked about sharing together never happened. After a month or so I sent him an email saying 'this Friday blablabla take it or leave it, no rain check". He made time, we had a great date, and we've been together for over a year now. This being said, he still has very little time. If you're going to be pressing him hard and have high expectations with regards to spending time together, you're both going to be miserable...
I hope this puts things in perspective.....
