I think it has mostly to do with people being in a rush and not taking their time to park carefully. Plus depending on a street there might be a continuous stream of traffic and you want to get in or out as fast as possible or there'll be lots of honking or you'll loose the spot.
You're right I'm used to taking my time, backing up traffic, and getting the finger.
Poky, Alison, Flynn...In today's paper, there is a list of distinctly Oregon sins. Among those: Not yielding your right-of-way and creating a polite-off that stalls rush-hour traffic.
Other sins include drinking instant coffee and refusing to sort your recyclables. Driving the freeway speed limit is another. I don't know if that insinuates that people drive fast or slow here but I would say slow.
