My folks are headed to Philly next week for a conference and my mom decided to treat herself to a spa day while they are there. Mani, pedi, facial and hair cut. Can anyone recommend a place? Moderate price range. This woman thinks a $40 haircut is extravegant but decided that she will splurge while there.

Maybe someone who lives in Philly can make a recommendation about a place they have actually been to. I still drive an hour plus back into NJ to get my hair cut at a salon in my hometown.
I will still throw out the names of a few places that you could take a look into:

I haven't been to many spas in the area (darn resident salary!) but Terme di Aroma is great. It's very relaxing.
The Adolf Biecker Salon in Rittenhouse is great too I've heard but pricey - not sure what her budget is but if she really wants to splurge I'd probably recommend going here.

If she wants to get everything done at the same place, then Toppers (mentioned by scarlett009 above) is probably her best bet. Otherwise, she might have to go one place for the mani, pedi & facial and another place for the hair.
For a more affordable option I HIGHLY recommend Juju Spa for the mani, pedi, facial. They're small, but really serene, all organic and great value. And they have a salon as well (Juju salon) which is just a couple doors down on the same street. Also all organic. I LOVE Juju. She called me, slightly wigged out by the neighborhood it is in. I am guessing it is a pretty liberal/hippie type area, possibly with cross-dressers based on what she has told me. She didn't really know what to make of the fact that they offered her wine when she arrived. I had to convince her that high-end salons offer refreshments, not something that is offered by the 65 year old lady who cuts her hair for $17.
Hopefully it all goes well, the website made it look wonderful.Kris

That's hilarious. Yeah, it is on a more bohemian type street and a slightly more residential area of center city. I should have warned you in advance about the neighborhood. Sorry.
