My sense (from 10 years ago when I was applying to college, ha) was that ASU was trying to recruit out-of-state national merit scholars to boast about them and counteract the party image. Doesn't quite seem to be working. (Although I've found that with really big schools you can always find a niche, party reputation or not.) Once upon a time USC was offering guaranteed half tuition to national merit finalists (although I ended up getting full). I don't know if they're still doing that, but even half tuition at USC is a lot of money!
Also, everyone here talks about the "Colorado paradox", which is that a really high percentage of Colorado residents have college degrees, but very few of those people were born here. Apparently it's the opposite of a brain drain?
