I'd be surprised if most cases weren't perpetrated by family members. I had a friend in high school who was livid when she discovered her mom had opened credit accounts in her name, ran up giant bills, and then didn't pay.
Scary stuff. I never thought that they would use random numbers-- just to be able to get a job and provide a ss#. I did run through my kids on annualcredit.com and they did not have anything for the kids' social security #s yet...
