I don't like this version either, but after messing around with it a few weeks ago I figured out how to start a thread.
Go to the medical spouse network at the top, tap on it, and go to the forum you want in the drop down menu. Then once you are in your forum go to the top right corner (three lines I think) and tsp there. That's a drop down menu that lets you start a new topic.
