Puppy Help - Rain Delay

OK. Bruce has been doing GREAT! He's been rather "advanced" on the house breaking thing, just one or two accidents over the span of several days. It's all fine and good until we get a rainy day. He hates the rain and WILL NOT GO IN IT. I've tried standing out there with him getting soaked, I've tried putting down paper AND those house-breaking pads in the garage, I've tried the same in the house .... nada. He waits me out (1/2 hour or more), I give in and figure he really didn't have to go, he runs to the dining room (YUCK) and poops.

It seems the previous cainine inhabitants of this house were fond of the dining room. Our house has this super open floor plan which makes it impossible to block off a single room.

I need ideas.

Jenn, this may be obvious but have you tried an umbrella? We had to do this with Molly when she was still very young, she wouldn't go out in it either. My DH would stand out there with her under an umbrella, it took her a while to get used to but eventually it worked. Now she doesn't care if its raining or not.

Petey still prefers to not have to do his thing outside in the rain (although snow is OK with him). We know that we have to stay outside longer on those rainy mornings just because he'll pretend he doesn't have to go.
