I follow the recipe on the side of the Hershey's cocoa tin, and make sure to mix the cocoa and sugar with a small amount of milk (preferably whole or 2%
which is why I almost never have cocoa....we never have it on hand) so all of the dry stuff dissolves before adding the rest of the milk. And marshmallows, definitely.
