I wouldn't feel bad about it either. It's dangerous and really close to neighbors. It's a hazard to your neighbors & you. Doesn't sound like they are able to fix it properly though.

You shouldn't feel guilty...not only is it a safety hazard, from a purely economic standpoint they are reducing the value of the homes in the whole neighborhood...but especially yours as you're next door.
Sorry but if they can't afford upkeep, it's time to take the hit and sell it.
